Pasadena Enterprise Zone Program Ends, New Incentive Program Begins

Participating Businesses Must Comply with November Deadline

The Pasadena Enterprise Zone Program, like all such programs throughout California, will end December 31, 2013 due to State legislation recently signed by Gov. Jerry Brown. The State has created a new incentive program that begins January 1, 2014.

Pasadena businesses participating in the current Enterprise Zone Program must submit all required documents and forms to the City by 5:00 p.m., November 20, 2013 in order for the City to issue appropriate vouchers by December 31 for tax use by the participating businesses.

The City has organized three hour-long workshops to educate businesses on the end of the Enterprise Zone Program and the Hiring Credit submittal process. All workshops will be held from 8:30 a.m. to 9:30 a.m., on the following dates: August 29, September 19 and November 7 at the University Club of Pasadena, 175 North Oakland Avenue. The events are held in partnership with the Foothill Workforce Investment Board and the state Employment Development Department.

The City currently is not authorized by the State to sign any Hiring Credit vouchers after 5:00 p.m. December 31. The City will process all voucher forms submitted by November 20, but cannot guarantee that forms received after November 20 will be processed by December 31.

"We are asking Pasadena businesses not to wait until the last minute as we cannot guarantee we will have adequate time to process last-minute submittals before December 31," said Eric Duyshart, Director of the City's Economic Development Division. "Our deadline may change with any new legislation by the State, but until then businesses need to be prepared to submit by November 20 for the December 31 deadline."

The City has developed a "Frequently Asked Questions" list to help answer some questions about the end of the Pasadena Enterprise Zone program. The FAQ is found online at www.cityofpasadena.net/EconomicDevelopment/enterprise_zone/.

The Governor's Economic Development Initiative that replaces the Enterprise Zone Program includes three new incentives for California businesses. More information about the new program is available at www.business.ca.gov.

The City will continue to monitor the new program tools and how they may benefit Pasadena businesses. Information will be shared with the business community as quickly as possible.
